The way I was taught to drive in school zones was that there is no passing, even with four lanes, even with people stopping to let someone out, or a cyclist who is doing 20 km/h rather than the posted 30 km/h maximum. However, I have been passed in all three of these instances recently, by people who felt they were well entitled to their actions. This needs some clarification.
Where did you learn to drive?
There is no rule in BC that says that one driver cannot pass another in a school zone. As long as it is safe to do so and the lines on the road don't prohibit passing, you may choose to do so.
You may also choose to follow your training, just don't expect other drivers to do it.
