The Capital Regional District may implement a Speed Limit Reduction Pilot Project according to the CRD Traffic Safety Commission. These projects have been made possible through recent amendments to the Motor Vehicle Act and can be held for a 3 year period.
The project would reduce residential area speed limits from 50 to 40 km/h. This would apply only to streets that do not have a painted center line.
According to the Times Colonist, some municipalities have already implemented lower limits, Victoria in 2014 and Oak Bay in 2016.
This project was spearheaded by Saanich Mayor Fred Haynes. The District of Saanich has recruited 10 other local municipalities.

Yes, I think this is a good idea on narrow city streets where parking is allowed on both sides, whether there is a centre line or not.
