Question: I live in a cul de sac and I have always parallel parked on the street in front of my home. My neighbour is insisting I angle park so that it will allow an additional parking space in front. In my opinion angle parking would be contrary to section 190 of the Motor Vehicle Act. Am I correct or can we angle park in the cul de sac?

You are correct about the Motor Vehicle Act (MVA) section:
190 Except when a municipality, a treaty first nation, the Nisg̱a'a Nation, a Nisg̱a'a Village or the minister responsible for the administration of the Transportation Act permits, a driver must not stop, stand or park a vehicle on a roadway other than on the right side of the roadway and with the right hand wheels parallel to that side, and where there is a curb, within 30 cm of the curb.

It is an offence to angle park on a two-way highway, other than on the right side of the highway and with the right-hand wheels parallel to that side unless otherwise permitted by a traffic control device. This follows the MVA requirements but will permit angle parking if there are signs in place that allow it. There are no signs in the area, so you must park parallel.
Other Parking Restrictions
Another item of interest is the offence of parking in front of or within 3 metres of a public or private driveway. There are a couple of places in the cul-de-sac that don't look long enough to allow any parking at all.
